The meeting was called to order by President Pell and opened with prayer and the Pledge of Allegiance led by Pastor Brian Young.It was moved by Diane Ward and seconded by Ty Pell to approve the minutes. Vote: all aye.It was moved by Barbara Moore and seconded by Diane Ward to approve the bills. Vote: all aye.It was moved by Ty Pell and seconded by Barbara Moore to approve transfers of funds. Vote: all aye.An activities report was filed for the Dog and Kennel Department for the week ending Nov. 20, 2020.The Board held a conference call with JFS Director Angela Richmond to discuss the following issues: Additional CARES Act Funds/clients with lost wages, equipment for staff working remotely; Credit card policy for agency gas card usage.It was moved by Diane Ward and seconded by Ty Pell to authorize Adams County Job and Family Services to receive a second payment in the amount of $100,000 from the CARES Act Fund to provide assistance to clients who meet qualifications and were adversely affected by loss of employment/underemployment due to the COVID-19 pandemic. Vote: all aye.The Board held a conference call with Linda Steele, EMS Board of Directors, to discuss the following issues: Departmental budget; Personnel; Obsolete vehicle bid; CARES Act Fund/payroll reimbursement, UV disinfectant lights, uniforms, Zoom platform, PPE.It was moved by Ty Pell and seconded by Diane Ward to enter into executive session to discuss personnel (compensation) at 9:48 a.m. in accordance with ORC 121.22 (G) (1). Vote: all aye.President Pell reconvened the meeting at 10:15 a.m.It was moved by Diane Ward and seconded by Ty Pell to award the Adams County Pavement Markings Project ADA CR VAR-PM FY 2021 (PID 101866) to the lowest bidder A & A Safety, Inc. at the amount of $162,616.50 and to sign contracts for the project once ODOT has reviewed and encumbered funds as presented by Deputy Engineer Adam Carroll. Vote: all ayeECD Holly Johnson discussed the following issues with the Commissioners: CDBG grant; Elevator modification project; ODSA Roadwork Development 629 Grant/SR 73 Widening Project; GRIT Grant/digital employment; Winchester Industrial Park; Adams County Training Center; Tener Road Bridge Project.It was moved by Barbara Moore and seconded by Diane Ward to authorize Commissioner Pell to sign the Manchester Bi-Lo Progress Report for the Abandoned Gas Station Cleanup Grant Project as requested by ECD Director Holly Johnson. Vote: all ayeA conference call was held with Assistant Prosecuting Attorney Dana Whalen to discuss the following legal issues: CARES Act Fund/West Union Village-Life Squad sub-grant agreement; Petition to vacate a portion of Miller Road, T-56, Winchester Twp/to be resubmitted.The Board recessed the meeting to attend the Mi Camino Restaurant ribbon cutting ceremony.It was moved by Ty Pell and seconded by Barbara Moore to enter into a subgrant agreement with the Village of West Union for CARES Act funding for approved expenses and reimbursements filed by the West Union Life Squad in the amount of $39,404.08. Vote: all aye.A subgrant agreement with the Village of Manchester for CARES Act Fund expenses was discussed with Marla Kirk, Manchester Life Squad.The Board also discussed the following issues: Employee wellness program; 2021 county budget.It was moved by Barbara Moore and seconded by Diane Ward to adjourn, and the meeting was adjourned. last_img
